Bernal Heights is a hill with its own name. Planning lists Bernal Heights among the 37 named neighborhoods, separately from Mission, Glen Park, Noe Valley, and Outer Mission (SF Planning). A Bernal Heights property tax appeal that uses Mission sales "because we share a border" is using the wrong named market. The border is the reason the names exist.

The county process is citywide: San Francisco property tax appeal. This page exists because the hill changes the comparable, not because we have a Bernal median. We do not. AppealKit is a flat-fee tool, not a law firm.

The hill is the comps problem

Around Bernal Hill, view, slope, and which face you sit on change the house. Publication 30 lists lot attributes — view, terrain — as similarity factors you have to adjust, not ignore (Publication 30). Three local mismatches show up over and over:

  • Hilltop versus the flats. A view house near the top of the hill is not a comparable for a house on the Precita Park side without a view adjustment (and often a lot adjustment).
  • Cortland village versus the residential slopes. Cortland is the commercial strip. A mixed-use or multi-unit sale on that strip is not a single-family comparable.
  • The Alemany / freeway edge versus the interior hill. Traffic and terrain attributes are on the state's own list. Do not treat an edge house as an interior-hill house because both say Bernal on a listing sheet.

And the neighbor-name problem: do not import Mission comps, do not import Noe Valley comps, and do not treat Glen Park as a substitute. Those are other Planning names. Type-match inside Bernal first — houses with houses, flats with flats. Condos, if they exist on the parcel, start in the same building.

Clock: value as of the January 1 lien date. The Board excludes closings more than 90 days later (BOE FAQs). The Assessor's informal desk stops at March 31 (apply for a decline-in-value). Method: finding comparable sales.

What does not change on this hill

You still use the Assessor's Q1 informal path if the property type qualifies, and the Board's July 2–September 15 formal path with the $120 fee. For 2026/2027 that formal close is September 15. The Treasurer's December 10 and April 10 installments do not wait on the hill. How-to, deadlines, hearing. Same Board as the rest of the city.

A longtime Proposition 13 base year on this hill is often already below market. The enrolled values worth testing are recent purchases and restored Proposition 8 numbers. The free check runs that comparison. If the adjusted hill comps do not sit below the roll, skip the filing fee.

FAQ

Is Bernal Heights just "the south Mission" for comps?

No. Planning lists Bernal Heights and Mission as separate named neighborhoods. A shared border is not a shared market (sfplanning.org).

Can I use a hilltop sale for a house on the Precita flats?

Only with a real view and terrain adjustment. Unadjusted, it fails the state's lot-attribute test (Publication 30).

Glen Park or Noe Valley sales?

Different Planning names. Start in Bernal Heights.

Same appeal deadline as downtown?

San Francisco is one county. Regular FY 2026/2027 window July 2–September 15, 2026 (sf.gov AAB).
